Rear Admiral YR Serasinghe embarked on his naval career on 08th November 1992, as an officer cadet in the 10th Intake at General Sir John Kotelawala Defence University (KDU). His foundational training was completed at both KDU and the Naval and Maritime Academy (NMA) in Trincomalee. He was commissioned in the rank of Acting Sub Lieutenant in 1994 and graduated from KDU where he earned a Bachelor of Science degree in Defence Studies with a specialization in Mechanical Engineering. Further enhancing his naval expertise, he completed the Sub Lieutenant Technical Course at NMA and specialized in Navigation & Direction at the Indian Navy’s Navigation School, INS Venduruthy in 2002.

He has rendered more than thirty-one years of distinguished service and gained extensive experience, including a decade of sea service, during which he commanded various Fast Attack Craft and served in multiple capacities aboard Offshore Patrol Vessels such as SLNS Sagara, and SLNS Sayura and Landing Ship Tank (LST) SLNS Shakthi. His mid-level leadership roles have included Squadron Commander and Training Commander of the 4th Fast Attack Flotilla, Senior Staff Officer Personnel at the Naval Headquarters, Commanding Officer of SLNS Gotaimbara and SLCG Waruna. He has held key senior-level appointments such as Director of Operations and Director of Training at the Sri Lanka Coast Guard Headquarters, Commanding Officer of SLCGS Suraksha, SLNS Sindurala and the 4th Fast Attack Flotilla, Deputy Area Commander of the North Western Naval Area, Director Naval Personnel at the Naval Headquarters and Deputy Director General of the Sri Lanka Coast Guard.

In recognition of distinguished conduct in the face of the enemy, Rear Admiral Serasinghe has been awarded with seven gallantry medals, including the Weera Wickrama Vibushanaya (WWV), two Rana Wickrama Padakkama (RWP), and four Rana Sura Padakkama (RSP) medals and Uttama Seva Paddakkama (USP) for unblemished service. His exceptional service has also earned him three commendations from the Commander of the Navy.

Academically, Rear Admiral Serasinghe is an accomplished officer, having completed the Principal Warfare Officer Course in Bangladesh in 2010 and receiving the "psc" qualification from the Defence Services Command and Staff College, Sri Lanka, in 2006. He also holds a Master of Science degree in Maritime Affairs, specializing in Maritime Safety and Environmental Administration, from the World Maritime University, Sweden other than the aforementioned academic qualifications.

A proud alumnus of Sri Rahula College, Katugastota, Rear Admiral Serasinghe is married to Mrs. Subhashini Serasinghe and is a devoted father to two daughters Jithmini , Minadi and a son, Binada.
